A time when the 2012 global financial crisis, China's e-learning industry development, policy guidance, still advancing with the times. Addition to continuation of the past, the output value of digital learning industry, the sophistication to expand, in response to the development of technology education, this year, industry-university survey also expand the survey areas, to further understand the learning end markets, wisdom classrooms industry of development and the existing conditions analysis, as Yanni number of bits learning to promote the strategy indicators, as well as future reference for policy planning in the learning industry. In this study, the expert group decision-making Delphi technology, cloud services to transfer decision-making model evaluation criteria, and the Analytic Hierarchy Process (Analysis Hierarchy Process; of AHP) to analyze this decision-making dimensions of science and technology, organization, management side, the data governance side, the safety specification surface, risk management and control surface, and hope that this model can provide an objective and effective way to select the most appropriate digital learning knowledge base into the cloud services strategy.
