In this study, through literature, interviews with experts, scholars, corporate executives and users are compiled from the chart, cloud database service decision analysis model for "organizational aspects", "management level", "User involvement and training "," technology planning "," market maturity "five levels, each level respectively, three to five evaluation criteria, a total of 20 2 of the assessment criteria. And by the Delphi method and the Analytical Hierarchy Process to analyze the different roles in the choice of the cloud database service priorities. According to the information collected by the analysis of results obtained to provide a reference for improvement of the cloud database service providers in the five dimensions of the level of the research assessment framework, management and marketing is to build cloud database system consider the factors most important dimension, followed by user participation and training, science and technology planning, organization. During cloud database construction strategy recommends that companies must give special consideration to the market and management factors.
