To reform the military recruiting system, mercenary system will be adopted. In order to implement the mercenary system, the Department of Defense has proposed corresponding measures to attract excellent volunteer soldiers to continue their military service and ensure the “stability of military forces”. To reduce the number of soldiers and improve the overall combat capability is the reason for the reform in defense organization. This study is to understand the effects of motivation, organizational commitment, and career planning on the tendency for leaving military service among the volunteer military service personnel. In addition, the results were further modified by personality traits. This study was conducted using questionnaire survey and analyzed with SPSS software. Three hundred and fifty questionnaires were sent out to volunteer (reserve) military personnel in air force and army, and 314 questionnaires were returned and valid, an 89.71% recovery. The results showed: 1. Motivation, challenging, and starting their own business was positively correlated to commitment; 2. Motivation was positively correlated to effort, value, and staying in military service; 3. Stability was negatively correlated to independence and commitment; and 4. Personality did not affect commitment and career planning. This study provides valuable information for personnel management, understanding the factors impacting volunteer (reserve) military personnel leaving military service.It thus will increase the number of volunteer soldiers to continue serving in the military.
