The problems the minorities encountered have been cared about since then. The ideas of indigenous self-government originated from the national self-determination advocated by Woodrow Wilson, U.S. President in 1918. The concept of it is to promote that each nation has its own rights to determine their fate, and any nation or countries do not have the rights to interfere or deprive the lives of the races. In recent years, under the modern ideas of diverse culture, protection of human rights, and national self-determination, the system of Indigenous Self-government has already been established, and it has also become one of the main ways many countries respond when indigenous peoples appeal. Before 1980s, the self-movements led by indigenous peoples were fragmentary. In addition to the strict control over the indigenous society by the government, the movement of Indigenous Self-government appeared to be stagnant for a long while. Until the early 1980s, because of the prevailing idea of Taiwan localization movement, the social movements have begun to be popular since then. The idea of Indigenous Self-government appeared again because of the publication of the magazine, Gao Shan Qyin. In 1999, the former president, Chen Shui-Bian, during his time of presidential campaign, in order to relocate the movement of Indigenous Self-government and turn it into a different side by the following policies: The government should establish a new partnership with the indigenous peoples, and also the “Indigenous Peoples under New Partnership Agreement” should be signed. Since President Ma Ying-jeou, during the 12th presidential campaign, has announced the policy of the indigenous peoples should be shared in a diverse prosperity. He has promised that an autonomous region was scheduled to be established and that would be brought out step by step. As a result, with a view to realizing his political concept, now the Indigenous Self-Government Act has already been drafted by the central government and sent to the Legislative Yuan at a deliberate pace. After Kaohsiung City has merged with Kaohsiung County, the administrative jurisdiction used to be in Kaohsiung County has been emerged, Kaohsiung City became a huge city including diverse characteristic of the peoples. The indigenous peoples mainly distribute in Tauyuan District, Namasia District, and Maolin District, and they are made up of Bunun Tribe, Rukai Tribe, and Tsou Tribe. In the future, if the indigenous peoples carry out the autonomous region, they not only have to care about the organ of self-government but the issues from many sides, for example, the range, population, financial policies, and the resource input. Therefore, this study will focus on the issue of how Kaohsiung City will set up the indigenous autonomous regions, and the possible measures will be evaluated by SWOT, what is more, the relevant policies and suggestions will be proposed.
