It can play fully command and supervision mechanism in the longitudinal way and show fully coordination in the lateral way and integration of the function. It can be reduced the impact and damage of disasters by the most systemic and effective action. The Armed Forces of R.O.C must fulfill the missions of disaster prevention and relief, which are needed by the four phases of mitigation, preparedness, response and recovery. Its management procedures and ways that are put into ptactice must be in crisis condition. The missions of disaster prevention can not be fulfilled effectively merely through military or an agency. It is necessary that interagencies and multi-organization of society participate in collaboration. The work of disaster prevention and relief is fullfilled efficiently, which must have fully coordination between the army and government, both are partnership. Obviously, it is the form of collaboration. This study is studied by literature, comparative study and case study. Discussing the issues of the Armed Forces suppurt disaster prevention and relief by "crisis management" and "b oundary-spanning governance" perspective, and focused on the roles of the military for disaster prevention and relief. And the Armed Forces and government departments work in disaster prevention and relief by participating in collaboration. From the evolution of disaster prevention and relief organizations over the years, the study has reviewed the historical context of the Armed Forces involved in the missions of disaster rescue, and learned from the experiences of the United States. It hopes to found the root of problems in order to improve the efforts of that the Armed Forces support disaster prevention and relieve in the future. The findings of this study are: First, the mission of disaster rescue is completed by the Armed Forces that should not weaken the functions of local government relief. Second, "the active relief without command”, which violate the civilian control the military and the military’s command control of principle. Third, the Armed Forces must budget for disaster rescue that would impact on combat readiness and training for military.
