Although currently the container transportation has been main mode of the global-trade quick convenience, in the past the way that the goods pass through customs inspection remained using the traditional manual inspection or sampling. This way is often time-consuming and low efficient, and easy to damage or pollute the container’s goods, and the shippers still need to spend devanning charge. Hence, it has been long-term complained about. Because the government authority attempts to meet with the constraints of U.S. as to both the container security initiative (CSI) and world customs organization (WCO) SAFE framework of standards to secure and facilitate global trade, currently they actively push the program of the inspection technology modernization, and engage in building a large X-ray container inspection instrument involved with huge workforces and capital. Domestically, the four major commercial ports carry out the import-export container inspection, where they do their best to avoid or reduce the destructive and invasive inspection in order that the trade cost and time can be lowered and customs inspection workforces can be saved. However, the performance from the inception it was carried out till now is unknown. As such, it is necessary to search for a set of performance evaluation model, which may identify the inappropriate allocation of resources and if necessary do the correct adjustment. This study uses data envelopment analysis (DEA) method to conduct the inspection instruments job performance analysis at Kaohsiung customs office during 2010 and 2011. In addition, by using customs act, customs anti-smuggling act, and the relevant laws and regulations to select the appropriate input and output items, the customs clearance efficiency and the anti-smuggling operation’s relative efficiency can be assessed. As the results show, in ten DMUs (Data-Manipulation Unit) the inspection instrument stations at unit one in 2010, unit 2 in 2010 and 2011, and unit four in 2010 were up to the mark as a whole and the other DMUs with inefficiency were originated from both technical inefficiency and scale inefficiency. Accordingly, to improve the situation of inefficiency the input-output ratio must be improved at the same time to adjust its production scale. Therefore, the current study can provide the suggestions to the Kaohsiung customs office and other related government authorities for references.
