Transmission data is a common use in the past time on the internet. The video and voice stream fit to be transmitted over current IP network due to the bandwidth increase rapidly. However, Stream transmission in the different environment caused by IPTV QoE (Quality of Experience) unstable or decreasing, this issue still exists on current IPTV application. The quality of video transmission is still a challenge in the current internet technique, for example, the internet transmission problem (packet lose, packet transmission delay, Jitter… etc.). In this paper, a QoS/QoE correlation model is proposed to improve quality of experience base on different video resolution encode recommendation. The transmission quality is influenced by video encode depend on resolution and frame rate, this paper confer the most popular video encoding technique, H.264, with different size resolution and frame rate. The different resolution will be recommending base on different QoE of subscriber to improve quality of experience.
