Summary:碩士 === 國立高雄應用科技大學 === 土木工程與防災科技研究所 === 100 === The township administrative system, at the bottom level in Taiwan three-level disaster prevention and rescue systems, is so crucial to the success of integrated rescue efforts because it is the frontline government to endure the first disaster strikes, and to perform timely the follow-up standard operation procedure (SOP) on disaster rescue. In the current study, the important factors toward the success in the United States, Japan, and Taiwan disaster prevention and rescue system were investigated through literature reviews on related domestic and foreign regulations, laws and concepts on disaster prevention theories. Those factors include notification of disaster information, excavation procedures performance, manpower arrangement, disaster communication, administrative attitude, and disaster prevention and rescue organization toward the disaster, and to design the questionnaires accordingly. The current study takes the disaster prevention workers of 33 township administrative systems in Pingtung County as research object to provide questionnaire, and investigates the difference of response operations of disaster prevention and rescue organization in the plains and aboriginal township administrative systems. There are 222 questionnaires, and 102 effective samples. SPSS will be applied to conduct descriptive analysis, factor analysis, analysis of correlation, and T verification. The result showed that disaster prevention workers and rescue resources in third level of disaster prevention and rescue organization in Pingtung County are obviously insufficient, and should strengthen the township administrative system for the residents of the usual disaster prevention and evacuation-related advocacy, and set requesting that standard operating procedures and reward systems, can enhance the overall disaster prevention and rescue work in Pingtung County. The township administrative system should strengthen the administrative regional bureau chiefs (ARBC’s) disaster-prevention awareness in terms of excavation and refuge management. Moreover, to upgrade the telecommunication and broadcasting equipment for the administrative regional bureaus will be immensely beneficial for the preventive excavation procedures performance, and remote villages in Pingtung County emergency rescue radio communications system should be established network of contacts to protect life and property safety.
