碩士 === 國立高雄應用科技大學 === 商務經營研究所 === 100 === In Taiwan, the fertility rate of child-bearing age women is decreasing ceaselessly, the fertility rate decreases to 0.895 in 2010 and becomes the least fertility rate area in the world. Contrary to the upper 65-year-old population of all population rates, which is increasing year by year obviously .the figures increase to 10.89% in 2011, and has already reached to 7% the population aging society standard of UN WHO defined. In the future, population aging and fewer babies of population not charges national power, vitality and competitiveness, but impact of finance revenue and expenditure that we want to study in research institute issues. The study basically indicated by production function, G.N.P. and life cycle theory, according to the estimation of department of Council for Economic Planning and development in executive, digitizing the population increasing tendency from 2010 to 2060 to profile the growth of population trend, collecting secondary data and adopt digging interview methods to study finance balance impact in population structure of population aging and declining birthrate conditions. The issues include: 1. Avoiding deteriorating under the problems of population aging conditions, training to promote the quality of human resource. 2. Integrating civil resource to service and tend population structure of population aging, lessening the burden of finance expenditure. 3. Raising tax burden rate to nations, continuing tax of revolution. 4. Planning expenditure of finance carefully, locating limited resource effectively. 5. Perfecting systems of retirement and National Health Insurance, increasing the quality of medical in population aging and fewer babies. 6. Opening up the related industry of population aging positively. 7. Integrating and simplifying all measures of bearing, reinforcing declaring and marketing.
