| Summary: | 碩士 === 龍華科技大學 === 商學與管理研究所 === 100 === Within an enterprise, effective and efficient financial investment for capital construction of facilities is considered a key component of a successful business. The Vietnam government issues laws and legal documents to guide the management of investment capitals for capital construction. Within such premise, many businesses have issued mechanisms, management systems, and internal controls on the management of investment capitals for capital construction. However, due to the complicated characteristics of product building certain risk still exists. This study works on the theoretical basis on the management of investment capitals for capital construction, analysis of legal issues, regulations and mechanisms of the management of investment capitals for capital construction in Vietnam and the peculiarities in the construction of Hanoi Telecommunication. Analyzing the strengths and the shortcomings in the management system of invested capitals for capital construction of Hanoi Telecommunication and propose the solutions to improve that system. The case study paradigm was adopted and data were collected with the use of a researcher self-made survey questionnaire and interviews. Research results and solutions proposed in the dissertation shall provide many contributions to the theory and practice in the improvement of management systems of investment capitals for capital construction of Hanoi Telecommunication and in the economic group in Vietnam.
Some actual findings and recommendations in this section:
Some major findings of the study are:
1. Through a questionnaire survey and interviews, reseacher found the main difficulty to meet in the management of investment capitals for capital construction: Difficult in mechanism for capital mobilization; Take much time for administerative procedures; Policies for investment change; System for control doesn’t meet requirement.
2. The main cause wasted in capital construction: Prediction is not exact, the design is modified; Schedule for the project lasts a long time; The quality of assessment and tender not good.
Recommendations are as follows:
The reseacher has used research methods, data analysis and propose solutions application will help improve management systems of capital construction of Ha Noi Telecommunication and member units of VNPT:
1. Change mechanism of the management of investment capital.
2. Change the way in the capital mobilization.
3. Mechanism in coordinating the capital.
