By the way of reuse and activation, make them become the spaces of art, culture, tourism and so on. Taiwan Sugar Corporation is a state-owned enterprise with huge land asses. A great deal of old space was abandoned with the sugar factory close-out. In order to strengthen the preservation and promotion of culture assets of the Taiwan Sugar Corporation, as well as the awareness of the planning and use, the activiation and reuse of unused space become a very important issue. The research uses Fuzzy Analytic Hierarchy Process, Fuzzy AHP to assess the key factors which influence Smile Fu-San Coffee Shop idle space to be reused for tourism and culture. In the research, Taiwan Sugar Corporation the Rende Plant is an object of study. The lessee calls it the “Smile Fu-San Coffee Shop”. It is based upon that “Education Pavilion” is the case of state-owned enterprises unused space leased by the private sector, different from other cases which have been operating. Analysis reveals that there are four key factors which influence “Smile Fu-San Coffee Shop unused space” to be reused for cultural tourism. And the factors in order are “integrate tourist resources” factor, “maintenance and management of facilities planning” factor, “the unused space integration” factor and “operational services” factor. Series analysis and then through a further level reveal that convenient public transport, the characteristies and culture of the industrial resources, improve the maintenance management system, the overall landscape and situational shape are the top four. We can see if Smile Fu-San Coffee Shop can get the smooth development of its business career, we need to have a convenient public transport planning first and then integrate tourism chacteristics and culture of industrial resources which allow people to feel the rich cultural features, and perform a perfect maintenance management system to ensure business sustainable.
