This research samples are collected from those engineers who are qualified to be civil servant at Water Department and the other samples collected from the engineering units of public agencies. The total valid samples are 235. This thesis uses one way ANOVA and hierarchical regression to test research hypothesis. Conclusions of the research indicate that work overloading will increase such consciousness of work pressure and burnout; role pressure and work pressure will positively affect feelings of tiredness; work pressure and professional burnout positively influence turnover intention; work pressure negatively influence engineers’ commitments to organizations and work satisfaction; work characteristics will negatively affect engineers sense of tiredness. Finally, related recommendations are proposed based on the research conclusions, and they need to be applied in future human resources management for civil servant engineers.
