The statistical results show that (1) The public deserted space will lead to idle for reasons like academics Snyder said like policy ineffective implementation of the five indicators can be seen that the problem of the public free space, inadequate government investment in building, construction of facilities not match the target, the population did not enjoy the functionality of this building, did not assess the possibility of post-construction reasons the public deserted space. (2) When government builds facilities, in policy implementation level is towards the implementation rate, the government can use performance management to improve civil servants'' attitude. When planning can also use the Deming cycle diagram, they can discuss with each other to prevent public unused space.
