Not only must they have the courage to face change, but also to promote change, they are therefore required through training and development, to exchange experiences, to enhance the quality of the training to a full range of administrative generalists, in order to install a competent government policy implementation promoter. Accordingly, this study explores the correlation between job rotations and rotation-effectiveness. In this study, depth interviews and questionnaire surveys were conducted with quantitative research methods in the precursors of the Taichung Household Registration Office. Officers issued a total of 318 questionnaires, and 222 were valid responses with a rate of 69.81%, the use of SPSS statistical software for statistical analysis, results show that: 1.The object of this study in view of the job rotation, the majority of households officer’s rotation systems expresses a high degree of recognition, the willingness to accept that the rotation is high, the household officers need for diverse skills, while the rotation of the institutionalized normality, will help them to strengthen self-advantage and competitiveness. 2.Personal property, the age variables have a significant difference in the effectiveness of the rotation and its dimensions: levels of education variables in the organizational integration and personal development. A significant difference is that positions change the effectiveness of the rotation and its various dimensions. 3.Job rotation and rotation-effectiveness show high positive correlation between the two; which the rotation system for the positioning of the degree of rotation effectiveness. 4.Job rotation has a significant impact on the effectiveness of the rotation and its various dimensions. Based on the above findings, this study proposes the following specific recommendations: First, the policy recommendations: (1) The establishment of institutionalized normal rotation policy to develop a full range of administrative generalists. (2) To establish a communication mechanism, and actively educate the public to a positive spirit of the rotation. (3) To establish organizations to provide social support, and improve the success rate of the rotation policy. (4) To implement job rotation, and strengthen human resources management and development. Second, to follow-up research proposals, including research methods, and to study the recommendations of the variable aspects.
