"Three Direct Links" starts, and China opens "Fujian people enter the Kinmen for tour" policy. But it can''t drive the tourism market as to develop efficiently. The reasons maybe are : (1) Kinmen lacks an overall core tour planning. (2)The friendly tourist environment is created insufficiently. On July 29, 2011 Mainland open to Fujian residents as "Three Direct Links" independent visitors. Followed up Kinmen tourism marketing indicator is Xiamen’s tourist crowds over 28 million every year. 　　Since 1999 ; Kinmen National Park Headquarters is promoting old buildings restoration and reuse and also entrusted buildings to Operate & Transfer as B&B. 　　This research to Kinmen Shui-Tou settlement B&B business for cases; it adopted Depth Interview way and SWOT analysis for case study and developed Common Governance strategy feasibility analysis. The result is “Conditionally Feasible”. Discussion on the way of common governance of Shui-Tou settlement B&B industry, turn discussion out its most suitable development direction, and give its recommendations, for Government and the industry who reference.
