However, there are many barriers and risks for the R&D project. Once the barriers or risks happened, it will waste limited resources of organization and cause frequent project change, which could cause rework, disrupt project schedule, and impact product costs and quality. The most serious result is project failure and may lead to company bankruptcy. There are several defining characteristics for the aerospace industry, such as huge R&D investment, highly technical-oriented, long break-even time, and large investment risks. In this thesis, we apply a proactive risk management framework for managing the risks of a new plane development project by a Taiwanese aerospace company. Depending on the vision and mission of the company, Balanced Score Card (BSC) and Quality Function Deployment (QFD) are used to transform corporate performance measures into project performance measures. Finally, we build a proactive framework of risk management for the R&D project that can remind the company to allocate suitable resources in advance to reduce the risk of project failure. The main contribution for this research is to apply a proactive risk management framework for a real R&D project in the aerospace industry. We find that the framework can help the company to arrange the limited resource on the most importance risks. Any company can refer this research and create its own risk management plan.
