The efficiency of government relief has been highly controversial, making prevention, mitigation, relief, distribution of disaster supplies, and other issues an increasing topic of both national government and academic debate. On disaster issues in the past emphasis has been given to the location choice, material distribution fairness, the pursuit of excellence in the overall disaster relief logistics. There has also been a careful look into the unfairness of different aspects of the relief process. In relief supplies and distribution issues, the Government must take a role in the account of fair distribution of limited funds, how to effectively allocate supplies and the scheduling of materials, to avoid waste. There are the keys to relief supply distribution. In this study, starting from an optimization of efficiency point of view to explore large-scale disasters, emergency medical supplies distribution operations planning, and to consider the fairness of material distribution and of material requirements. The use of transportation modes and material distribution characteristics as factors to build an optimized emergency distribution pattern of medical supplies. The researchers have solved the distribution volume of the various emergency medical supplies in the case of the 921 earthquake, using Lingo software distribution to account for a number of various types of vehicles and all kinds of medical supplies, and other variables.
