This study selected Kaohsiung Port Station in Kaohsiung City as the base for planning and design. During the Japanese Colonial Period, owing to the geographical advantages of the railway and harbor at Kaohsiung Port Station, the fishing and other industries in the Hamaxing and Yancheng areas flourished, and they became the origin of the modernization in Kaohsiung. However, after urban expansion, industrial transformation, and the moving of the city center, these areas no longer flourished, and railway transport at Kaohsiung Port Station was eventually suspended. It is important to revitalize these areas, which possess precious railway landscapes and are the origin of the historical and cultural development in Kaohsiung, in order to further redevelop and revitalize the surrounding areas. Under the premise of conserving local history and railway heritage, this study inspected Kaohsiung Port Station, the developmental history, landscape resources, local cultural arts, and field images of the surrounding environment, and the government's relevant plans and strategies for industrial and traffic development. This study analyzed the area from the perspective of urban design, and developed allocation strategies as the creation achievements. The revitalized Kaohsiung Port Station will preserve Kaohsiung's railway culture and relevant buildings and facilities as open spaces with cultural and regional characteristics. Moreover, a railway culture museum will also be established. In addition to meeting basic residential and commercial needs, the urban revitalization plan also included diversified functions, such as tourism and leisure facilities, cultural creations, artistic works, and natural and ecological landscapes. The well-designed pedestrian zone, green bike lanes and energy-efficient light rail transport system facilitate transport for activities and people and activate the local industrial, historical and cultural atmosphere, and they are connected with tourism attractions and natural landscape resources to meet the objective of planning a sustainable and ecological city.
