However, the speed of dramatically increasing data transmission is faster than the expansion and upgrade of base stations by mobile operators. Moreover, all of the operators provide an unlimited data plan with flat-rate and receive too many subscribers. Hence, the capacity of 3G network cannot meet the demand of subscriber. Therefore, the rate of mobile data service is often slow. This research reviews the measures of solving capacity shortage overseas, finding the factors that influent the capacity of 3G mobile system are the number of base stations, radio spectrum, subscriber behavior, and QoS (Quality of Service). Since it could take lots of time to add more base stations and spectrum, we think that limiting the number of subscribers is one of the possible methods to solve capacity problem. And then, we develop a formula to calculate the number of subscribers that operator can receive, evaluating QoS that operator may offer. We hope this research can provide the authority, NCC, with the method for managing each operator’s quantity of subscribers and QoS, and also could give some advices about the improvement of QoS problem to operators. According to the results, with the number of base stations by the end of 2011, we found that when the possibility of subscriber using mobile data service is 20% and if data traffic uses 40% or 50% of total traffic volume, operators could provide 70Kbps to each customer; if the percentage of data traffic is 60%, then they could offer almost 200Kbps to customers. Furthermore, with the technology of all base stations is HSDPA, when the possibility of subscriber using mobile data service is 50%, and if data traffic of total volume is 60%, then operators could support their subscribers to use mobile application which needs 200Kbps. Also, operators could provide 70Kbps when the possibility of subscriber using mobile data service is 70%. In addition, the research results also reveal that the Qos of operator A is better than those of others. At last, all the three operators can offer the data rates of 64Kbps suggested by NCC.
