The purpose of the study is to examine what the strategies of Tainan City to promote its cultural tourism are, and to try to take it as a sample case to explore Tainan City government in its promotion of public affairs, particularly in regard to whether or not this promotion conforms to the concepts and the patterns of local governance. The results are as follows: 1.Tainan City’s strategy on promoting culture tourism obviously utilizes a multi-level governance structure. It includes not only the efforts of the local government itself, but also the central government, other local governments, private enterprises, non-governmental organizations, communities, private citizens and so on. 2.Tainan City’s strategy on promoting cultural tourism obviously involves multiple governance relations. From analyzing the cooperation strategies among the governmental organizations and the private resources, including outsourcing and cross-industry alliances in Tainan City, hierarchical, market, and network patterns are all shown to exist. Three governance models are also used in different strategies.. 3.Tainan City’s strategy on promoting cultural tourism truly conforms to the concepts and the patterns of local governance. 4.From the perspectives of attracting domestic and foreign tourists, increasing the number of visitors to and the amount of admission revenue for historical sites, increasing the effectiveness of the annual festival activities, and affecting the attitudes of residents in a positive way, the development of cultural tourism in Tainan City has been successful.
