Take the former 6 administrative districts in Tainan City as an example, the ways of governance in each administrative district (the district which is under the jurisdiction of the city) had been enforced for years, and had adapted to the role of being a dispatched institution. In addition, the village chief who is an important executor of district governance, the community development associations and other social groups have been familiar with the rules of operation in district governance governed by city hall as well; even its citizens have adjusted to the ways of service provided by the district hall. Therefore, the impact on the Tainan City could be less. In contrast to the township of former Tainan County, each township was a local autonomous body before merging with Tainan City. In terms of the local governance, each township had its autonomy on the power of personnel administration, power of local government finance and self-organizing power. Besides, former Tainan County differs greatly from Tainan City in the industrial structure where Tainan City is considered mainly industry and commerce. However, after the upgrade of Tainan City, the township of former Tainan County has been reorganized in to administrative districts, also known as the dispatched institution of special municipality, will no longer have the status of local autonomous body. This research aims to explore the change of the former Tainan County on the aspect of organization and management after the mergence as well as to review and discuss the problems of governance. Cicu district of Tainan City has been chosen as a study object because its industrial structure is mainly agriculture and fishery, and less population but larger area of territory. Further, the percentage of elderly population is on the high side, so the impact of the reorganization will be stronger. After the in-depth interview and literature review, this research has found the significant differences in terms of the aspects of classroom structure, staff allocation, administrative efficiency, the attitude and behavioral anticipation of Cicu district hall staffs, the comparison of government affairs enforcement between township mayors and district magistrates, the perspectives of future development of Cicu district, the relationship of governance between district hall and city hall after reorganization, the comparison of adjusting measures to local conditions after reorganization, the relationship of governance between district magistrates and village chiefs, and the relationship of governance between district hall and community development association. The following suggestions are made according to the above findings. 1. District cleaning units should be governed and dominated by district hall. 2. Urban-rural difference should be taken into consideration. The administrative district should be advised to be divided into city type and rural/country type, which can be governed by different standards. 3. The communication and training mechanism should be established in order to enhance administrative efficiency, and to prevent the formation of negative organizational climate. 4. The way of appointment of the district magistrate should be explored and discussed or to increase the conditions of appointment. 5. If the mergence of administrative districts were an already decided policy, the relevant actions should be proceeded. 6. Local grass-roots construction fund should be authorized to the district magistrate so that the district magistrate can follow the commands from the mayor and to enforce. The above suggestions of administration are for the reorganized local grass-roots governance, and can be applied to the reorganized administrative districts where have similar resources and conditions as Cicu district of Tainan City and thus can be a reference of improvement for district governance.
