On government had no idea in dealing with such critical disaster, and the government’s capability of crisis management had criticized ruthlessly at that time. In this rescue mission, our military hardly participated in the relif mission with tens of thousands of soldiers, nevertheless, the public criticized the military for sending troops slowly, not accessing the right informations in time and being short of relif equipments.These criticisms derived some problems about the military’s orientation for disaster prevention and response. In this paper, we reviewed the problems in Morakot typhoon from documents, applying the SWOT tool for strategy analysis. We look forward to underlining the disaster response mechanisms, putting the military’s huge rescue energy into effect in order to protect the public’s lives and property. In this paper, we focused on investigating the responsibility for disaster prevention and response between government public sectors and military, defining the military’s orientation clearly. It must reduce the armed forces substantially, so recruiting the veterans for disaster prevention and response is the trend in the future. Therefore, we also discussed the role in disaster prevention and response between regular army and veterans, and looking forward to setting up a dedicated agency for disaster prevention and response which trains the experts and saves energy in the peacetime and implements the work of disaster prevention and response in the disaster. Finally, we reviewed the training menus of disaster prevention and response in the peacetime, and we gived some progressing suggestions for training professionals and important drills. President had claimed that disaster prevention and response is one of the central assignments for military, and he pointed that “advance deployment, standby troops and prevention and response at any time”is our target for disaster prevention and response.
