Summary:碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 100 === Since the era of urban planning, the problem of disused public properties has been the focus of public forum for many years. In Taiwan, in addition of the historical buildings, the flawed government policies have created many disused public properties. To solve the problem, central and local governments have provided many programs to revitalize these properties. The core research questions of this thesis are: what kind of disused public properties can be revitalized smoothly, and why? What are the potential factors for the success of the revitalization projects? The Public Construction Commission (PCC) is in charge of the revitalization projects. PCC had regulated 164 disused public properties and 133 of them have been revitalized. By comparing the deregulated and the still regulated disused public properties, this thesis first analyze their differences in terms of the frequency of media exposure, the existence of political accusation, tis geographic location, and revitalization approach. In addition of these objective perspectives, in depth interview are conducted to reveal the subjective aspects of the revitalization process. On the basis of research findings, some concrete policy suggestions are provided as how to improve the revitalization efforts.
