Because the battery of mobile devices is limited﹐ power saving becomes a very important issue for user. Resource allocation with Carrier Aggregation to UEs is issued in many papers presently, i.e., how to choose the right component carrier to the new arrival user, and how to improve the transmission rate when allocating resource with Carrier Aggregation. The common methods about the CC selection are Random and Round Robin. Neither of the methods mentioned above is good for the system. If the Random CC selection is chosen, the load of carriers cannot balance well. Or if Round Robin CC selection is chosen, it would cause the user can''t get enough resource. So we propose a new method about the CC selection, taken the load of CC and the channel condition of UE in different CCs into consideration, which is able to improve the system performance. In this study, we propose a new CC selection method and design a resource allocation method. The method''s goal is to reduce power consumption. Finally, we adopt two different types of services, HTTP and Video Streaming in LTE-Advanced system in downlink, to simulate our proposed method in the LTE-Advanced system,validating our method.
