The scholars of the Hakka study point out that the “concealment” is the main factor to cause the loss of the speaking ability among the Hakka people. This study aimed to explore the diaspora and development of the Hakka population in Taipei City. This research is based on the Hakka cultural policy of Taipei City to investigate the status quo of the Hakka cultural policy, in which includes the case study of the Taipei Hakka Cultural Theme Park for describing the mode of cultural management and the interplay between the theme park and the Hakka associations of Taipei City. Furthermore the study tries to find the feasibility of cultural governance and strategy through analyzing the mode of cultural governance of the Taipei Hakka Cultural Theme Park. This research includes the following findings: 1. People with different ethnic background obviously have different attitudes toward the “cultural imagery”, the “cultural construction”, the “cultural popularization”, and the “cultural service” of the Taipei Hakka Cultural Theme Park. However, most of the people hold a positive attitude towards these policies. 2. The Taipei Hakka Cultural Theme Park can function as the locale to fulfill the cultural policy of Taipei City. In addition it forms a new mode of cooperation among the cultural policy, the Hakka associations and its subsidiary education center in Taipei City. 3. The arts activities of the cultural policy of Taipei City meet people’s need of ordinary life; thereby, the theme park provides a cultural space to re-connect the Hakka events for the citizens of Taipei city. 4. The approaches of cultural displays, conferences, theme activities, and other diversification invite more people to understand and favor the Hakka affair. Only if the revival and development of cultural mode are led by the Hakka culture can become the key for the sustainable development of the Taipei Hakka Cultural Theme Park.
