碩士 === 國立彰化師範大學 === 資訊管理學系所 === 100 === TAIWAN has launched the first generation mobile phone service which named AMPS since 1989.Up to now 3G/3.5G had become the mainstream of mobile communication. 4G standard-WIMAX also launched commercialoperation in 2009. According to the NCC survey in 2011, the subscribers of wireless mobile broadband service surpass 4.85 million currently in Taiwan;nevertheless, there have been a lot of problems hidden behind the property boom. Firstly, there are only 60 thousand subscribers of WIMAX after launching 2 years. The number of 3.5 mobile Internet users suddenly exploded; meanwhile, the timeframe to upgrade base station failed to keep up with the increase of users. Not only has it resulted in the regional gap, but also caused people call for a petition and therefore create a large wave of publicity. In ICT development, III (Institute for Information Industry) announced that the network speed survey showed Taiwan ranked only 37 in the world, far behind the other three tigers in Asia. Known as the Asia major information exporter country, known as the Asia major information product exporter, TAIWAN is under the threat to deal with many great issues ahead. In order to get the real first-hand information in this study about the reasons behind the truth, the author through the method of the qualitative research observation plays the role of customers or buyers at the various seminars,product launch presentations and the physical stores to survey and interview.With the recent information and research reports of the evidence, in addition to pointing out impolicy of Taiwan’s ICT policy, the author indicate the difficulties about wireless broadband and fixed networks in the industry that Taiwan has encountered. Finally, the author proposes recommended solution,and hopes the government authorities and network communication industries sort out these problems, so that we can keep abreast fo South Korea, the country of advanced technology of ICT development.
