Function often depends on the environment which the role stood, but it still is related to the personality, character, individual needs and goals. It has different performance which changed according to different situations, objects and events ; If performance is consistent with the role expectation, you may get respects and praises. On the contrary, you may suffer setbacks, punishments, conflicts, or misunderstandings. If it acknowledged with the specifications and requirements from the organization and got balances between the individual contribution and organizational environment, its role-playing will be successful. But if it failed to complete the task by unfavorable factors, or failed to maintain harmony with the organization environment, or lacked of competence to reach the goals, individuals will fall into a loss and step into pressures and dilemmas. The purpose of this study was to understand organizational climate, work culture, personnel and legal system and management measures between the Inspection and Correction agency, to explore the roles and functions of the personnel officer in a special work environment, and to analyze the core competence and performance of the personnel staff and its pressure and difficulties. By knowing the difference, we can take it as a reference to improve personnel management and adjust the roles and functions. In this study, we focus on the comparison about the Role and Function between the prosecutorial and correctional personnel staff of the central region of the Ministry of Justice. By using the depth-interview with quality research methods, we inspected and certified: (1) organizational climate and culture conditions between the two organs, (2) management measures and operational mechanism under the particular personnel rule, (3) evaluation of the core competence and performance. It finds that the role and function of the personnel staff is to play a good assistant and supporter to his leader. Besides, the personnel staff should be expertised and enthusiastic. He shoud play the role of adjustment and lubrication. He should have a sound physique to be a contributor for the staff. And, he should be an executor to the personnel policy and legal rule. He should be a consulor and service- providers. Even though personnel staff can define their own roles and functions, owing to the special nature and different organization operation of the two organs , they have a grave stress and the frustration and the dysfunction.
