碩士 === 國立彰化師範大學 === 公共事務與公民教育學系 === 100 === This study is to investigate the advantages and disadvantages about the policy:Social Labor, and provide advices for actual situation. A quantitative investigation was used to realize the effects of Social Labor by Chiayi District Prosecutors Office,through the analysis of policy perception of local citizen’s in Chiayi. According to the result of the study, general citizens believed that the government can use education to disabuse and prevent committed attitude. The key point is whether professionalism of staff and allocation of resources were enough.Because the type of labor might affect the job opportunities of general citizens,therefore, the type of the labor operation would be the mean concerning for the general public. The application of social and labor policy system seemed loose in present, which makes the threat of l law relatively relieved, some of the general citizens were concerned about this situation. Based on the result of analysis and discussion, the suggestions of this study were as followed: 1.The types of social labor service must be clear, as the goal is simply to conform the professional specialty of the labor, might affect the jobs of the staff (general citizens). 2. The executive officer should increase the number of people and focus on professional training, avoid using annual employment, in order to avoid effectiveness of policies and the emergence gap. 3.The explicit of policy must be considered, with the dual goal of punishment and atonement would accord illegibility to appear within the law.
