Difference across background variables and current management of elementary schools were examined. The results could be a reference for educational administrations, school administrators, and teachers in school management. The questionnaire survey method was adopted. The survey was administered to parents and teachers of first and second-grade elementary school students in Chiayi County and City. 130 parents and teachers were first selected at random to participate in the pretest for the questionnaire. Their responses were analyzed using item analysis, factor analysis, and reliability analysis. In the formal test, 500 responses to the school choice questionnaire and 503 responses to the school management questionnaire were obtained. These responses were analyzed using methods including descriptive statistics, t-test, one-way ANOVA, and Chi-square. The main findings of this research were as follows: 1. “teacher professionalism”, “Campus environment”, and “curriculum” were three factors considered highly important by both parents and school administrators. “Accessibility” was least important to both of them. 2. The factors affecting the parents’ school choice did not significantly differ across regions, suggesting that parents in Chiayi County and City were more concerned about learning environment in the choice of elementary school for their children. 3. Among the five factors of school choice, “teacher professionalism” was perceived most important by parents in Chiayi County and City. The parents expected that their children could be enrolled in a school where most teachers were very experienced, devoted, enthusiastic, and caring. In teachers’ assessment of the current management status of their schools, “teacher professionalism” was given the highest rating, meaning that most teachers recognized the professional literacy of their colleagues. However, this study found a large gap in perception of “school academic performance” between teachers and parents. School academic performance was one of the major concerns of parents in school choice, but it had not been given enough attention by school administrators as reflected in teachers’ assessment of their school’s management status. It could be inferred that school academic performance was a determinant of parents’ school choice.
