The main objectives are to understand the motivation, the background, the process, the obstacles, the strategies and the final results of the emergence of TDD at private M university by using a case study approach. Semi-structured interview and document analysis are adopted as data collection methods for data collection. The main findings of the study are beneficial to the policy-makers, senior managers of the universities and scholars and researchers and listed as follows: 1.The motivation and background: TDD is a mode of international academic exchange and used as one of internationalization strategies, in order to cope with the globalization pressure and promote the competitiveness of higher education institutions. 2.The process: Senior managers at M university figure out the target countries in the world, and the administrator begin to make agreement on international academic exchange with foreign universities. It often begins relationship as sister schools, and extends the cooperation progressively, such as transnational dual degree program. 3.The obstacles and strategies: Major obstacles lie in the international cooperation, the higher education competition in Taiwan, the administrative procedure at the level of the department, faculty and the student. The responsive strategies include long-term planning, sound institutional basis accompanied by flexible and diverse operations. 4.The final result: The data reveals that the total participants are over 70 up to now. The M university has revised regulations, and curriculum framework consistently. Besides, the participants and the teachers show great agreement with the purpose of the TDD program, but still anticipate supporting measures to perfect the program.
