All qualified primary teachers in Yunlin County were recruited in this study and investigated by questionnaire surveys. The major conclusions in this research are as follows: 1. For elementary school teachers, their cognitive performance was above medium level in terms of the educational resources, while their cognitive performance was above higher level in terms of the effectiveness in teaching within Yunlin County. 2. Based on different obligations for each elementary school teacher, there are significant differences in the use of the overall educational resources within Yunlin County. 3. Regarding to the Gender issues, there is a significant difference in the perception of the overall teaching effectiveness for elementary school teachers within Yunlin County. 4. Regarding to the use of different educational resources and effectiveness in teaching, there is a significant difference for elementary school teachers within Yunlin County. 5. Regarding to the use of educational resource and teaching effectiveness, there is a significant positive correlation for elementary school teachers within Yunlin County. The further suggestions for this research are as follows: 1. To establish a set of database in educational resources and to assist teachers with obtaining materials by the school director. 2. To take the team teaching and female teachers to help male teachers planning to use the teaching of educational resources. 3. Through the schools and parents to obtain the relevant educational resources in order to create the curriculum features. 4. To use appropriate for the multimedia educational resources in accordance with the course property. 5. By Area Curriculum meetings, planning and configuration educational resources of the courses required. 6. For future study, various research methods such as combining qualitative research could be further explored and gain more depth viewpoints.
