There are many reasons for this situation, for example, unreasonable salary, extended medical disputes, long working hours and so on. In addition, the aging of population structure increases the demand on doctors, causing surgeons have to work overtime on average and it’s becoming serious; above all these reasons decrease doctors’ intensions to stay. The factors as we mentioned before are functioned closely as well as cause-and effect relationships, it exhibits dynamic complexity. Viewing from systems thinking, as well as relevant documents, collect-and-sort-out data and interviews with experts to discuss key variables and mutual-influence relationship of supply and demand of surgeons, and establish system dynamics model. In connection with salary factors, medical disputes and decreasing demands on surgeons, we formulate the policy simulation and analysis. The result shows that supply and demand ratio will still the same 10 years later if people reduce medical needs whose each doctor can take care more 70 patients, the salary can be increased by 50%, or the medication disputes cut down to 70%. The result of this research and the development of system dynamic model can be the reference to relevant decision making unit formulates applications.
