As a result, regional governments of various levels started to establish information security management system to ensure confidentiality, integrity, and accessibility of internal and external data, information system, as well as other information assets. In recent years, the military also began to attach emphasis on maintaining information security, due to the requirement of updated weapon and information-communication system. The military has applied ISMS to facilitate the development of information security protocol, and to ensure confidentiality, integrity, and accessibility of information assets, including weapon system. In the project development stage, it is important for the military to obtain assurance that the project management will be conducted in accordance with schedule and budget. The purpose of this research is to apply the procedure and methods of the Organizational Project Management Maturity Model (OPM3) second edition published by PMI to analyze the best practices and capabilities that individual organizations need in project development process, using a government organization that has completed information security system as a case study. The result of the assessment suggests that the organization under research has performed well in planning, monitoring, and closing process groups among the five project management maturity process groups. The analysis on the nine knowledge areas of project management indicates best performance in risk and procurement management, followed by project integration, scope, and time management, but improvements will be needed in cost, quality, human resource, and communication management. For the reason, if the organization could use the way of research continuously, and understand the status of its project management maturity, then find out parts of the organization need to improve by providing best practice and dependence capabilities, that would enhance its project management maturity.
