Through the reconstruction of their space and the adjustment of the city administration system, cities around the world are all required a better economical development and an improvement of competitiveness. Under such circumstances, the promotion of a creative city has become a new international tendency. The idea of a creative city puts emphasis on local characteristics, personnel training, and cross-field cooperation, and thus is helpful in realizing the cities’full potential. The reuse of the old spared space helps produce many new local cultures. In addition, with its beneficial atmosphere for enhancing creativity and originality, the creative city is favored by many cultural and artistic workers. Therefore, a combinative mode aiming at the creative city and activating and reusing the unoccupied space is now in widespread discussion and application. Chung Shan Creative Hub URS21 is one of the projects of the unoccupied space reuse that the Urban Redevelopment Office Taipei City promotes in 2010. Combining the notions of urban regeneration and cultural policies, it is an alternative mode of the time-limited reuse of the unoccupied space. Besides being expected to promote the urban regeneration of the Chung Shan District, this new creative hub is also expected to fulfill its function of developing creativity and originality, and thus help carry out the project of Taipei as a creative city. By collecting the relevant information, observing and analyzing the current situation, and interviewing the relevant people, the study is going to explore how, from the viewpoints of its host, the artists workers there, the artistic shopkeepers in the neighborhood, and the local residents, the Chung Shan Creative Hub URS21, under the current for developing the creative city , is reused in practice as the spare space.
