碩士 === 南華大學 === 非營利事業管理學系 === 100 === 　　The development of culture industry in Taiwan was originated from the Council for Cultural Affairs when it promoting the policy of overall community development with the concept of "culture industrialization" and " industry culturization " in these years. There is difference between "culture industrialization" and the " industry culturization ", "culture industrialization" emphasizes the spiritual value of the products with its unique, that is, the personality of the product, cultural traditions and endemism which includes the originality of the craftsman or artist. 　 　　During the development process of dairy farming in Taiwan, the government''s promoting policy has the greatest impact on the industry. Liouying Ba Weng dairy farmers specialized area, which under the guidance of the said policy, has been developed into a specialized one. Ba Weng Ru Xiang Workshop“ plays a role of the facilitation and responsible for the community development. Under the operation of Community Affairs Association, the workshop expects to have a quality living environment as well as a stable developing space for dairy industry. The draggy sales of milk affected the motivation of the dairy farmers. In order to solve the problem and to create the greater value of milk products, the community funded a leisure ranch to promote dairy products and dairy ecology. 　 　　The study not only aims at the performance of the workshop, the business philosophy of the shareholders and the person in charge, as well as the extent achieved of the organization’s mission, but also the local impact of the workshop, and the perception of local dairy farmers on the leisure pasture farming in the specialized area. The study conducts the qualitative research methods with in-depth interviews, field observation and verification. The results obtained from the study as the following: 1. “One Dairy Many Faces” is popularly and widely accepted, both with the potential for development and strong supports from the local community. 2. The problem of milk surplus has been resolved, the most urgent task for the dairy farmers is to improve operation efficiency. 3.The promotion of community industry triggers and raising the community’s awareness. 4. Dairy farmers still have doubts in the vulnerability of disease prevention with the coming of tourists to the farms. 5.The workshop has been praised and appreciated with its cooperation with the public sector and nonprofit sector.
