In order to develop the transshipment container for Kaohsiung, many difficulties of expanding markets are existed, for example, the competition of adjacent ports, and the quantity of transshipment container of direct-linking across Taiwan-strait are too small to attract the Taiwan’s liners to deploy more routes around Taiwan. Besides, the limited resources of import/export containers are difficult to attract more container fleet on Kaohsiung port. Analytic Hierarchy Process, Entropy, and Compromise are my major methodologies.The result shows that adjusting the government shipping policy is the high priority for attracting the more transshipment container, than private department such as Taiwan International Ports Company and the operations of subsidies are secondary tactics.
