By case collection and comparison, this study identified the factors of the termination of the real cases in Taiwan, and developed the framework of the exit of the contracts as the reasons of the exit of the cases in Taiwan. The findings can serve as reference for the authorities to select the companies when handling infrastructure projects, in order to avoid repeated failure. After examining the real examples of the exit of the failure cases in Taiwan, this study concludes the following reasons: 1.Serious delays of the construction 2.Fail to pay the deposit for the contract. 3.Fail to start the operation according to the schedule. 4.Fail to pay the premium or rent of the land before the deadline. 5.Items of operation violate the regulations of the investment projects. 6.Fai to follow the project, construction or business plan. 7.Party B cannot continue the contract due to financial difficulties.
