In addition, the study aimed to examine the relationship between teachers’ participation in the program and their progress of professional development. The research methods contained both review of literature and a questionnaire survey. According to the Kaohsiung City Bureau of Education (Before Kaohsiung City and County Merger Approved), there were 478 public and private kindergartens taking part in the counseling program. A total of 478 questionnaires were delivered, and 410 valid questionnaires were retrieved. The valid questionnaire recruitment rate was 86%. The data were analyzed through descriptive statistics and Chi-square testa.t-test and one way analysis of variance were used to answer research questions. The results are presented as follows. 1. On kindergarten teachers’ statistics toward the counseling program, several findings are shown below. (1) The purpose of the teachers’ participation in the counseling program was to improve teachers’ professional development and to improve their teaching effectiveness. (2) The school principal was the key person influencing the participation rate of the counseling program. (3) Group discussion was commonly used in the counseling program. (4) The theme content of the counseling program was classroom management. (5) Most of the participants prefer the morning classes offered by the counseling program. (6) Most of the teachers considered the counselors professional scholars. 2. The participants showed positive viewpoints on their own professional development after completing the program. Specifically, professional knowledge was satisfaction the most. 3. Findings presented from the study of teachers with differing backgrounds who are also involved in counseling programs. (1)“The consultation purpose,” “the consultation approach”“the consultation content, ”and “the consultation schedule. These participants were mainly from age between 31 and 40 with bachelor’s degrees. Their teaching experiences were mainly more than 16 years, and they have taught in private kindergartens with more than 7 classes. (2) In the aspect of “the main decision-makers”,there are significant differences among educational background , public and private schools , the size of school . (3) In the aspect of “counselor qualifications”, there are significant differences among ,years of teaching, public and private schools , the size of school . 4.The perceived value of teachers’ professional development as a result of participating in counseling programs. (1) In the aspect of “professional knowledge ” ,there are significant differences among years of teaching , public and private schools , the size of school . (2) In the aspect of “ classroom management” ,there are significant differences among educational background , public and private schools , the size of school . (3) In the aspect of “professional literacy” , there are significant differences among educational background , years of teaching , public and private schools.
