Summary:碩士 === 國立屏東教育大學 === 數位學習教學碩士學位學程 === 100 === In order to let junior high schools and elementary schools in Taiwan can contact with the world and shorten the quality gap between city and village by Network E-learning, Ministry of Education in 1994 promoted the "Taiwan Academic Network (TANet) to junior high schools and elementary schools" project. One after another, teachers of junior high schools and elementary schools were trained in the 25 city and county education bureaus to own basic information skills. So, education bureaus of city and county own sufficient manpower and skills to govern their educational network problems by themselves. In recent years, due to the explosive growth of the number of information equipment, and the successional passed bills of the network management from the issue of personal privacy and intellectual property rights, they bring not small impact against the non-IT background teachers of elementary and junior high schools. This thesis explores issues related to elementary and junior high school network planning and management by author''s experience of serving in the former Kaohsiung County educational Network Center, and provides recommendations for the problems of these cases.
