In the process, it also observed that ecotourism can enhance community capacity and social capital, and open discussion channel for residents so as to exchange opinions by a communication platform. It is necessary for sustainable and fair solution to natural resource management programs. Social capital is a kind of capital obtained through the social relations. It also is resource promoting individuals to develop relations in the organization. It has gradually been expanded to explain many social phenomena in recent years. Community development, resident rights and interests are closely related to community well-being. Participating public affairs can increase benefits and social capital for communities. In this study, the author chooses a study area in Adiri community, Wutai Township, Pingtung County to discuss the relationship between community-based ecotourism and social capital, and the way of reconstruction after Morakot disaster. The Adiri tribe is near Shuangguei Lake, where is an important habitat of wild animal, and is located in entrance on the way to Hsiaokeihu. In order to combine conservation and community develop, community members start to develop ecotourism. In the process of community empowerment of ecotourism, the author uses content analysis method to analyze content of 23 meeting from May, 2008 to May, 2010, and investigated three dimensions, including social network, trust and rules to illustrate to show changes of social capital. Results showed that networks and norms are increasing in the period of ecotourism development. However, social capital are declined after Morakot disaster, increasing in gradually in reconstructed period. Index of trust dimension increased in the first year and fell in the second year. We inference they has possessed teamwork concept. Some issues needn’t discuss in working meeting. But after disaster, the number increase, it showed that the community need new objects for motivation. In working meetings, residents are willing to participant part of ecotourism service system. It illustrated ecotourism encourage them having more interactions. After serious damege by Morakot typhoon members of Adiri community can cooperate with counseling team and re-develop ecotourism. It was related to high trust in counseling team before Morakot typhoon. So far we still continue to assist residents engaging in ecotourism. This set up a model which can be learned by other indigenous communities. Through ecotourism development can promote conservation actions more efficiently and achieve the goal of sustainable development.
