Based on the discussion of the literature, a questionnaire was developed by the researcher and used as the instrument in the study. It was termed as “Questionnaire for Teachers’ Disciplinary Rights and Teachers’ Disciplinary Behaviors of Elementary school Teachers”. Participants (n=582) were Taiwanese elementary school teachers, exclusive of Chinmen, Mazu and Penghu. Data were analyzed through Descriptive Statistics, Independent Samples T-test, and One-way ANOVA. The conclusions of the study were as follows: 1. Teachers’ disciplinary rights should be guaranteed by law. 2. The majorities of elementary school teachers have difficulties in practicing teachers’ disciplinary rights due to the pressure of public opinions and the deficient supplementary measures of zero corporal punishment education policy. 3. The majorities of elementary school teachers rewarded students’ excellent behaviors by a certificate of award, compliment and verbal encouragement and conducting student’s misbehavior by psychology counseling and antecedent event strategies, behavioral teaching strategies, consequence strategies. 4. The majorities of elementary school teachers found it effective to conduct students’ misbehavior by antecedent event strategies, behavioral teaching strategies, consequence strategies, punishment strategies. 5. The majorities of elementary school teachers did not regard the followings as effective, including a certificate of award, compliment, an award, verbal encouragement, or psychology counseling. 6. There was significant difference between school locations and legalizing teachers’ disciplinary rights. 7. There were significant differences among different background teachers in legalizing teachers’ disciplinary rights, teachers’ disciplinary behaviors application, and the effectiveness and obstacles of teachers’ disciplinary behaviors application. 8. Elementary should enhance competences in counseling and discipline. 9. Parents and teachers should take mutual responsibilities to discipline students. According to the conclusions, the researcher proposed suggestions to the educational authorities, school administrators, teachers, parents and further study.
