The economic operators in the supply chain always hope to enjoy speedy and facilitated customs clearance with lowest cost. The Customs has to face the substantially uprising clearance cases as well as the government policy of trimming and streamlining man power, and the application of modern technology as an assistance for customs inspection has consequently become an excellent solution, especially when trade security and facilitation have become the major concerns of all sectors since the 9/11 attact Therefore, besides the existing missions of collecting tariff, anti-smuggling and enforcing trade control, the protection of supply chain security has seemly become one of the major concerns of customs inspections. The Directorate General of Customs of the Ministry of Finance has been promoting the Ubiquitous Economic and Trade Network Program, and the Inspection Technology Modernization Project and Cargo Movement Security Project under which are the best practices of modern technology applied to container security control and cargo clearance. A case in point is the use of Radio Portal Monitor for detecting containers to prevent the terrorists from carrying weapons of mass destruction such as nuclear, biological and chemical arms by containers to carry out terrorist attack. The application of RFID e-seal system is meant to prevent containers from being intruded and changed cargo so as to keep containers intact. The non-intrusive inspection operated by X-ray machine will not only reduce damage of goods resulted from manual inspection, but also lower business cost and clearance time, which are significantly beneficial for supply chain security and trade facilitation. By doing this way, it show the world the determination of improving customs clearance to meet the Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework) promoted by the World Customs Organization (WCO), and keep on the right track with international customs. However, the doubts about the effects and results of applying modern technology to container security and customs clearance, and whether or not it is worthy to expand the use of modern technology need to be clarified. The thesis, through in.depth interviews with customs experts, concluded that the current operation has gained effectiveness and is worthy to be widely implemented. In the meantime, to enhance and maximize the effectiveness of the application of technology to the container security and cargo clearance, the Customs agency should amend related regulations, intensify the training and succession of customs professions, form partnership with more business operators to secure and facilitate supply chain so as to be in line with international standards.
