It was draw on the strong points to offset the weaknesses from the domestic and foreign experience and good qualities in order to help Taiwanese marine fishery be able to fulfill management for responsible fisheries, thereby promoting their sustainable development. The results of this study are summarized as follows: 1.Because the overfishing caused the marine resources decaying globally, many countries have been asked to pay more attention to fulfill responsible fisheries management and evaluate its performance in order to implement responsible fishery and directly promote the sustainable development of fisheries. 2.FAO actively promote the full compliance with responsible fisheries in ecosystem-based fisheries management. 3.Article 7 of the FAO CCRF about the fisheries management is divided into "Management Objectives", "Framework" and "Precautionary Approach", "Stocks, fleets and gear", "Social & Economic" and "MCS" six dimensions, and further subdivided into 44 item indicators for states to comply with level of performance appraisal. 4.The CCRF fisheries management of performance appraisal of Taiwan indicates that in the 44 indicators, only 6 is excellent, the best of them as " decision-making transparent ", "statistics collected", "sustainability evaluated" and "Indigenous peoples" while 33 items as 75% of the total are poor management. 5.The fisheries management appraisal of Taiwan compared with those of other five countries as Norway, the United States, Canada, Australia and Japan is in the last place. By contrast, that is, there is a lot of improvement space for Taiwan. And its focus is on strengthening resource restoration, use of reference points for assessment resources, planning for short-term, mid-term and long-term plans clearly, restricting fishing to catch fish larvae and check for catch, paying attention to cost-effectiveness and bringing the function of fishermen's' association into full play, and expanding the coverage rates of observers. 6.Taiwan needs to put more effort on illegal fishing and expedient country fishing vessel management in the future, meanwhile, it is recommended that the government has to call for people not reinvest FOC fishing vessels and even engage in IUU fishing activities in order to avoid harming oneself to mislead someone.
