Through a questionnaire survey research, a stratified sample of 50 schools, 816 subjected teachers were selected. 627 of 658 questionnaires were valid. The response rate is 81%. The availability rate is 77%. The data were analyzed by using the average t-test, Pearson correlation, one-way ANOVA, and structural equation model. Research findings were as follows: 1.Elementary school teachers in teachers’ professional commitment have a higher perception. At all levels, the highest is professional ethics, the lowest is professional growth . 2.Elementary school teachers in teaching effectiveness have a higher perception. At all levels, the highest is class management, the lowest is multiple teaching strategies. 3.There is no significant difference between teachers’ professional commitment and teaching effectiveness in teachers' gender, educational degree, and scale in elementary school. 4.The teacher with more seniority have superior teachers’ professional commitment and teaching effectiveness when compared to those with less seniority. 5.Teachers with diretor position have better teachers’ professional commitment and teaching effectiveness than class teachers. 6.The teachers in the county municipality have better teachers’ professional commitment and teaching effectiveness than those in the township district. 7.The elementary school teacher on the teachers’ professional commitment is influenced by teaching effectiveness.
