The study of the roles and functionalities of Taitung county village officers

Recently, the public self-consciousness are growing prevail, also with the unobstructed communication channel, the functionalities of village officers seems to be declined gradually. But, for the administrative system, there are still with their values. The research first explored the role functionalities for the village officers, than found the interactions between village officers and township office, and eventually explored the responsibilities of village officials, and the relationship and problems between the village officials and village officers. By way of qualitative research, the research explored village system related issues to clarify the cause and to pursue the ever-lasting local development. Through interviews, the researcher found that, there are following functionalities for the village officers in the practical facet: 1. Role functionalities: cope with propaganda decree, work as social welfare announcers, disaster situation feedback liaisons, and serve the civilians. 2. The operation relationship and issues between village officers and township offices are: superior and subordinate relation – village officers report to the township offices, exercise the authority, and miscellaneous optional relationship and issues. 3. The relationship and issues between village officials and village officers are : village officials are assigned by the township office, village officials are supervised and assessed by the township office. The relationship and issues between the village officials are : their missions are complement each other, and there are also overlapping parts. All these finding are correlated. Nowadays, the nature of for welfare countries public administration is public service. The village administrative affairs successful or not, determines the civilians welfare and government overall administrative images. Based on the interview results, analytic conclusions, and findings compilation, the research proposes suggestions and improvement proposals to the township offices and village officers, for their better operations and robust their fundamental organizations, to pursue successful village self-governance functionalities.
