Summary:碩士 === 國立臺東大學 === 進修部公共事務管理碩專(假日) === 100 === 21stcentury is an epoch with prosperous and booming knowledge.An organization should proceed to become a learning organization.In addition, employees should been transformed into knowledge workers to stay competitive.This study used qualitative research methods to interview laborers deeply to understand how much they know about learning organization and lifelonglearning. In addition,the Ministry of Transportation and Communications promotes the development of measures for the learning organization to handle problems and create strategies for building a learning organization. Accrding to the study,laborers lack awareness of the learning- organization. On the other hand, they have a clear understanding of the concept lifelong learning. The Ministry of Transportation and Communications rewards every effort to create a learning organization. The awards are not only an incentive to the plan but also to encourage workers to participate actively in learning activities.However, learning organization is lacking mechanisms for extending their framework.Plus,the educational program is too formal with inflexible hours. After the research,the Ministry of Transportation and Communications discovered that they can increase the quantity of working hours and set up lectures with basic studying courses to make sure the working force receive long term benefits.Supervisors can act as models to promote and improve the structure of the learning organization. So in the future,the Ministry of Transportation and Communications can become a professional, creative, service minded,and culture aware learning organization.
