"Medical tourism" has become internationally competitive service industries, the policy of the Government to actively develop the medical tourism industry, will drive the development of the domestic market for travel agencies, medical cosmetology, health checks, and leisure hotels. This forms a new business ecosystem, which finds complementary enhancements from each other in the above mentioned industries, especially the borders of medical cosmetic industry, health and leisure industry are becoming increasingly blurred. In addition to the "strategic alliance" model of cooperation, this study finds that through Value Co-creation strategy, a company can build an integrated management strategy to construct an innovative business model. In this study, through both domestic and foreign case studies, it finds the key success factors that integrate medical beauty, health and leisure resort hotel industry, multi-use medical cosmetic center for operations, are: (a) natural resources (b) unique core technology (c) professional management team. Johnson,Christensen,Kagermann’s four factors analysis on Innovative Business Model was used in this study. It was shown that a “Value Co-creation” strategy can be used for any industry that wishes to develop a combination of management and an innovative business. For its development the incorporation of a complementary business helps create more enterprise value. Strategically Innovative Business Models can be used with the theory of the Blue Ocean Strategy. When creating a business innovation map, it’s “Key Resources” such as geographical landscape, hardware and software facility, professional teams, expertise, information system, suppliers, marketing, and brand images, are to be used as Blue Ocean strategy’s “Strategy Factor”, to evaluate innovative business value. Then it can create an “Action Framework” from Blue Ocean Strategy and as a tool for the industry’s future development and building an innovative business model.
