It aroused the public and the fire departments to think highly of this narrow alleys structure fire model. Although cities and counties Fire Bureau compiled a budget to purchase a small fire engine in response to the narrow alleys of building fire rescue in recent years, the actual effectiveness of the public perception and relief are still different. To make the thorough inquiry reasons, it were because there is not planning to draw red line, the public parking violations, illegal buildings,fixed canopy of the root causes of unresolved etc. The standard of drawing red line uniformity specifications of central and local governments for the danger alleys were not the same.The major method is to convene city government units to make a consultation ,lacking the alleys length, fire rescue, scientific and evaluation factor. Therefore, governments get in trouble between resident parking and public safety. While facing with this problem, governments often have to invite relevant agencies by each case, not only consumed time but also wasted a lot of administrative resources. In fact, its review is necessary. Therefore, this study take a case study of Banqiao district ,New Taipei City for example. By analyzing the narrow alleys of the fire authority for fire rescue assessment and using the Delphi method to explore the narrow alleys of the risk of sub-assessment get better solving methods. The results show that the narrow alleys of length greater than 100 meters to assess the risk of high streets and alleys; due to the narrow road width, the better solving solution is to improve relief vehicles equipment; road without drawing red line, on-street parking or setting up roadblocks, the better solution are to tow and force removal; roadway drawing red line but still parking violations lead to affect fire vehicle traffic, the better solution is 24 hours enhance towing; roadway set a fixed canopy,the better solution is to force the removal or replacement.
