Second, being foundation constructions of promoting domestic information software becoming large-scaled and internationalization. Third, assist information servicer to raise its productivity. Forth, strengthen information servicers’ ability of contracting large-scaled and complicated cases. Domestic information software industries match up with national policy and worldwide transcend, bringing in Capability Maturity Model Integration (CMMI), which is addressed by Software Engineering Institute (SEI) of Carnegie Mellon University. According to statistics date of SEI, in Taiwan, there are 113 companies have passed CMMI evaluation, raking 10th in the world. There are four companies rank forth level of high maturity, and only one company ranks fifth maturity level, which are 4.4% of all the companies, lower than the world average, 7.1%. Comparing to neighborhood countries, 5.4% of China, 24.5% of India, 9.8% of Japan, 13.3% of South Korea, is apparently fell behind. According to statistics data of SEI (2012), it costs about 25 months to progress from rank third of maturity to rank fourth of maturity. The research of this dissertation is to provide reference materials for domestic organizations who want to get to rank fourth of maturity are defining procedure documents, to save time. Two process areas, OPP, and QPM, were integrated into one procedure, which involves intersecting processes. Utilize strict IDEF0 to set process procedures, setting from top to down, and then set procedures according to the output order of data. Among four processes in the dissertation, two processes belong to scope of OPP, the other two processes belong two QPM.
