The twice a week balance exercise program for a period of 10 weeks was proposed in the community care centers in Yilen County with 60 older participatants. The single-group pretest-posttest design was used in the study. The outcome measure used before and after the balance exercise program includes physiological function, physical function, cognition of exercise, for example, Decisional Balance and Self-efficacy, and behaviors of exercise (Stage of Change). The data will be analyzed in descriptive and inferential statistics like paired t-test and Chi-square statistic. The results showed that there are significant difference in Stage of Change of exercise(χ2=78.49,p=0.000)、Decision Balance(t=-8.83,p=0.000),and Self-efficacy(t=-5.579,p=0.000). And there are some significant difference in part of physical function such as flexibility of trunk, sit-to-stand test, time-up-and-go, and Fukuda Stepping Test. But there is no significant difference in physiological function. The result showed that the program had significant benefits from cognition and behavior of exercise, and also part of physical function for community-dwelling older people. The recommendations for community are to plan long-term community sports for the elderly, and to integrate into their lives making it part of the routine activities of the community. To give the best quality of service, increasing the staffing and training therapists and volunteers are also recommended. However, the short-time scale and lack of control group became the limitations of study. Future suggestions include having small group of exercise combine with health education.
